In March 2023, the new Parramatta Local Environmental Plan was gazetted, prohibiting construction of dual occupancies in a large percentage of residential areas.
The affected properties are shown on the Duplex Prohibition Map, that is an integral part of the LEP.
Thousands of affected propertis, previously suitable for building a duplex, had in excess of $500,000 wiped off their individual valus, literally overnight.
The owners of the remaining properties still have an opportunity to develop their land, increasing the density, and reap the economic rewards.

How long does it take?
Site investigation and preparation of a full set of documents usually take around 4 weeks. It takes longer if custom design is required. The approval process by a private certifier takes 21 days. A development application lodged with Council can take months to get approved. It is important to remember, however, that the assessment of the development application is carried out against the development controls in place at the time of lodgement.
How much does it cost?
The cost of obtaining the development approval directly depends on the size, shape and slope of the land and the selected option. It can only be establishe on a case to case bases. Considering that Council fees and contributions alone hover around $20,000 - this is not an inexpensive exercise. The cost, however, is insignificant when compared to financial gains the owners are likely to obtain, even if the existing property is just sold with an a approval in place.
Can the application be refused?
There are no guarantees that the application will be approved. Duplex Australia, however, have been lodging Development Applications since 2005 - and are yet to have one refused. We only submit applications that comply with development cotrols.
What is the difference between DA and CDC
Development Application (DA) is submitted to Council and its outcome is a development approval. A separate application needs to be made prior to construction, in order to obtain a Construction Certificate.
Complying Development Certificate (CDC) combines Development Application and application for Construction Certificate and is processed by a private certifier in only 21 days.
Do I have to build a duplex once approved?
You have an option to have a duplex built on your land and realise the full development potential of the land. In today's economic climate, such development in the affected areas is likely to generate in excess of $1M in profit.
You may also sell the existing house with a DA approval, giving the buyer certainty that he can develop the land and generate profit.
